Thieving Skills Not Reflected Correctly on NPC

Folks,

I noticed a couple of days ago after Imoen 'Leveled Up' as a Thief/Swashbuckler that the skills on her Character Record don't reflect what I chose when I leveled up. 

Just in case my question isn't clear, when I clicked 'Level Up', I immediately had a choice of 30 points to allocate for Imoen's Thieving Skills.  As usual, I selected to Level Up evenly between Open Locks, Remove Traps, Hide in Shadow and Move Silently & ended up with 35/35/35/30. 

A few minutes later though, I noticed on Imoen's Charater Record that the %s there didn't reflect what I chose & was something like 25/20/20/15 in those skills. 

Any thoughts on what's happening there?

FYI, my mods are Hard Times, NPC1 Proj, Level 1 NPCs, BGII Tweaks, Randomizer.

she has; a high dex, is in armour or is under the effect of buffs/ debuffs would be my first idea.

You know, I bet that's it.  Dexterity is 18 but the Studded Leather Armor she wears brings down her abilities doesn't it?
Actually, that's one of the changes I made to my modding last time I loaded Tutu, i.e. giving penalties for various types of armor (p&p syle).

Makes sense. In a Vanilla setup, only the Hide Armor gives penalty to thieving skills.
