When those same people are presenting feedback on the pro & cons of the game, contributing to future design choices, you betcha.
Without mods, these games would appeal to far fewer players. I think DA2 would be just about unplayavble without mods (it still had serious issues, but I wouldn't have been able to bring myself to investigate the game much at all without modding some of it). And DAO's greatest deficiency, I think (its lack of documentation) was easily overcome with mods (the Detailed Tooltips mod was a godsend). Also, I would have found the game far less fun without the ability to assign all of my party members' abilities (No Follower Auto-Level).
I don't see the appeal of being able to add super-powrful weapons (I didn't even like the free DLC weapons in DAO - The Edge was too powerful), but I can't imagine telling people they're not allowed to use them.
Moddability is an aspect of the game. If mods make the game more playable, then moddability makes the game better. Of course players offer feedback based on this very thing.
I'm confident that if DA3 is assembled such that I can mod out the PC voice, I'll like the game more, even the if the vanilla game is otherwise identical. Moddability improved games, full stop.
