So I hear the Turian Ghost is "OP"?

There's no point in skipping a detonator for shields that make no difference because of Stim Packs.thearbiter1337 wrote...

His Stim packs and Tact cloak make him unbreakable
And if you put AR damage on Tact cloak 6 and using a Harrier he is the destroyer of all worlds

I am simply more effective without them and I have topped scoreboards on platinum on several occasions so I feel like I am good enough with him like that.
Chain lightning for crowd control and to help with striping shields and setting of tech explosions.
Cloak and passives for maximum weapon damage and health.
Harrier with EB and extended magazine.
I always equip AP ammo.
Cloak, overload, shoot until the magazine runs out pretty much perfectly timed to cloak again right after reload.
Repeat.
Unless I am superconfident in the team, it is the only class I play on platinum with.
I found very little use for the stim packs, specced for maximum weapon damage I didn't think it made that big of a difference so it just messed up with my timing and playstyle more than it helped and using them for survivability just wasn't worth it, that is what I have ops packs for and if that is not enough the stim packs isn't enough to save me anyway.
So, with my skills, speccing out of stim packs was the best thing to do, also leaves room for other grenade users on the team.

This. I do not understand for the life of me why anyone would skip overload on the TGI.
I had a game with one of those guys. He spent all day trying to kill one gold level phantom with a typhoon and no overload, or acolyte. I just cloak, overload, heavy melee.

He's strong but not OP. He has better survivability than the other infiltrators but if you want straight up damage pick a GI or SI.
The ideal weapons on a TGI are high-damage assault rifles, so you're looking at the Saber or Harrier.
All depends what you want to define OP as. The three of them are most certainly the top tier of the game. Whether the top tier is "over" powered or not is subjective. But they should certainly be last in line for buffs and first in line for nerfs if there are going to be any of either.

What's his base health/shields with no fitness? Skip overload or skip fitness? Pros/cons? Do you feel squishy on Gold/Plat with no fitness?

500 health/750 shields. Skip fitness - that was repeated enough times in this thread already. Pack a grenade capacity gear, or better yet, warfighter, if you have it. Additional health/shields are waste of points if you have an ability to restore your shields in any given time/rupinderpaul wrote...

As long as you (or your teammates) are watching your six, you won't die on gold. Don't let yourself get cornered, or caught in a crossfire, and you should be fine. Always make sure that you have at least three stim packs on you at any time. Cab't speak for platinum, because I don't play it.

Not op at all
When I go with havoc/ghost the only thing that can kill me is lag, nothing else can
Ghost has a better dps and burst dps than havoc, so yeah... Pretty op if used right.
Is not op in the sense that you will outscore everyone, is op in the sense that you won't die.

A Harrier on this guy does so much damage its insane add stim packs and Warfighter package and ur gd 2 go
Yup. Either my Harrier 10 or my Saber 9 just clean house with him. The regular rare Argus wasn't bad with him either when I was doing the AR challenge. The Turian passives tone down alot of the kick of the gun, the special AR damage TC he has boosts the damage. Only took three gold games - with no AR Amps cuz I refused to waste them, lol, instead I used Targeting VI's - to max it and that was BEFORE the balance change to get more challenge exp on higher levels.
