Make sure all your teammates are N7 >120, near enough to lv20, toting a set of decent guns with two mods each, and loaded with a Gear and some consumable equipment. If you have that you should be good to go (after a quick prayer to not get Collectors). If not, find another lobby.

I found the best way to get fellow PUGers to use equipment is to TALK. Tell them you're firing a missile, that you're using medigels. That you're out of spec ops kits, etc. Ask for missile counts at the beginning of Wave 10 hacks. If people know you're actively expending resources IMO it seems to motivate others to do the same. Not always, of course, but typically I *do* get better results.
Edited to add: I'll also "remind" people when it is down to just me and one other person on a wave. "It's just you and me, guy." Goes a long way towards establishing that it's all down to you two. I'll also ALWAYS praise those that clinch waves, especially if they use consumables.
I'll also call out people in the lobby for not using gear, but only on occasion. This does NOT seem to do much but placate my annoyance at those with high gear (X rares and high end URs) yet no equipment.

Of course, I actually used them all because I had to take risks to revive the rest of the team several times (see 10 revives medal.)

As for domination, I recommend what Inglu suggested. Lash is only effective if you go all the way with it to show you're serious. Submission net has multiple uses, not all of them so extreme.

This is my experience as well. I PUG Gold about 1/2 the time and I will just keep leaving lobbies until I find one that meets OniGanon's criteria, and it is working for me.
