For those who read the books. Loghain was to Dick Cheney as to Maric's George Bush(Not to get too political, but it's the best analogy I can think of at the moment). In The Calling, Duncan even mentioned noticing this when he met Maric and Loghain for the first time.
Regardless of who was in charge in name - Maric, Rowan, Cailan, or Anora, Loghain has been calling the shots ever since he drove out Orlais. You can argue Anora, but even she seemed to have taken a subservient role to Loghain. This is shown in the cutscene where Anora confronts Loghain about whether he killed Cailan.

Anora/Calin was the new Loghain/Maric.

I think Maric and Rowan ruled for the most part in the very beginning, after taking back the throne, but after Rowan died Maric pretty much gave up and sort of handed it to Loghain.

Yeah, Maric was basically depressed after Rowan's death. He just didn't care about much of anything and let Loghain take the reins until he started to feel like living again after Fiona - heh. By the end of The Calling, he seemed to have regained an interest in ruling and doing his job.
