Marksman: rof/duration/accuracy & rof
Prox mine: radius/damage taken/damage
Turian vet: damage & capacity/headshots/damage and stability
Fitness: durability/shield recharge/durability
CS is a good power for detonating tech explosions, but if you carry a light weapon prox mine can do a better job of it, making it a bit redundant. I put a heavy damage barrel and scope on my talon X and got about +195% cooldowns so I could reload cancel with prox mine (with time to spare, it'd probably work just as well with a lower level talon.) For gear I went with AP rounds III (or IV), pistol amp III, stability amp II, barrage gear V.

I run mine with Hurricane + Acolyte. Acolyte mostly for Phantoms and possibly Atlas shields. If you find you don't need the fitness, you can run Melee/Shield Regen/Melee. Prox Mine debuffs and does enough damage to let your heavy melee kill normal ground units in one shot, which gives you a weapon damage boost for 20 seconds or so. Pretty fun

Now concussive shot is hugely spamable, staggers basically everything and kills health enemies outright, and wrecks with both incendiary, or even better cyro ammo.
I find the Turian Soldier is more of what is my most effective strategy at the time and switch between CS spam and marksman as the situation warrants it.
This isn't a my way is better than yours post, it's mostly a reponse to the general feeling that concussive shot is still a crap power. I think this is more about people not giving it a chance by just not taking it...still. News flash, it's not.

Max shields. Max weapon dmg passives. Marksman for accuracy and RoF and a gun. You really don't need proxy mine or concussive. Neither mesh with Marksman anyway.

Human Soldier uses concussive shot better. As-is the Turian Soldier is the only kit with Marksman, which instantly makes a host of high-powered weapons into scopeless sniper rifles. Marksman provides AoE stagger which can be very useful up close where these guns are effective without Marksman. Proxy mine also gives you a few seconds of debuff overlap with Marksman, in addition to debuffing for your team to take advantage of.

50% recharge speed gives you more PM debuff + Marksman overlap and +50% damage gives you more AoE damage. I don't get why people mention it like it does nothing.. My gun takes down unshielded mooks and a rank 3 power is a bad tech detonator for a class that shouldn't be using disruptor/incendiary/cryo rounds anyway.

I used prox mine to stagger while running and gunning, and marksman for when I was safe in cover. Against bosses I'd usually fire a prox mine, empty my clip, then hit marksman to reload and finish him off. I'd probably switch to CS if I wanted to use a heavier weapon and couldn't cope with prox mine's cooldown, but there are plenty of lightweight, high damage weapons (piranha, wraith, talon, hurricane, indra, etc.)
