That's basically the way Morrigan played in DAO.  An outcast apostate raised outside of the circle with no friends.  It could be interesting, but it's been done (very well I might add) already.

No, the a true Kossith would not be understandable like anyone of the Qun, they may not share ideology or religion, but they share nature.

I'm not sure I follow.  In what way would a Qunari raised outside of the Qun be the same as an apostate raised, not just outside of the circle, but outside of society in general (barring some brief excursions, that is).  Although if you are suggesting that they include a Qunari who is both raised outside the Qun and is raised by Flemeth... Well, that would be interesting to see ^^"
