Logically with at least the first dual wield skill (bring offhand damage up to the same as mainhand I think it was) the answer should be yes, but in practice does anyone know?

It does and it doesnt at the same time, If you hit with the offhand weapon you do hit a lot more damage. I've been using two tier 7 dragonbone longswords and my mainhand hits more damage a little more often than the offhand one does.
The difference isnt much and its probably more down to chance than anything. But yes the damage difference once you have dual wield skill up is a lot less between main and offhand.

IMO, it doesn't 'double your damage', i think you do normal damage, just faster. I guess that could be called double damage, but i'm going to say no.

There is an innate penalty to dual wield damage in the game, even with talents that offset the main offhand penalty. So the answer is technically no.

no you don't attack with both weapons at the same time. However DW attack speed is FAST particularly with momentum. Second DW base damage weapons isn't as much as 2 handed. You can activate a mode that means you hit with both weapons every strike but that disables criticals and backstabs.
