Isn't the reason why somebody uses a vangaurd to charge in and kill stuff? That's how i use my vangaurds...

Yeah and I don't blame people who do. But some just overuse the power and constantly charge into everything even when I'm shooting at an enemy or about to finish them off.

I do try my best not to "Kill steal" as the kids put it when using any kit but im not about to stand there waiting to see if your going to kill that marauder (those phaeston xvii's are deadly dude).

also vanguards generally "need" to charge to stay alive.

No. I play for the credits. Points doesn't mean anything.

Often a vanguard MUST charge constantly. With no time to pick...it is a race between cooldown time and dying.
