I think that we have too many weapons that are too similar. You shouldn't just be able to say "The _____ is just a better ______." I want more weapons like the Scorpion, or like the Acolyte, which is a specialty weapon, almost exclusively used to strip shields. Long story short, I want more Reegar, Falcon, and Acolyte, and less Vindicator, Argus, and Wraith.
Or maybe just some updated old guns. Make the Arc Pistol act like a chain overload, with a (obviously Shortened) stun. Imagine switching up the Revenant back to its former glory. Crazy high damage and fire rate, but just terible accuracy. The gun has been mellowed out to make it a more average gun, and quite simply, it's just not as fun.
But how about more specialty guns? A weak SMG that slows opponents as you hit them. A shotgun that fires a wide (and I'm talking WIIIIIIIIIDE) wave-like spray that can stagger multiple enemies. These types of weapons can do less damage than their counterparts, but be potentially life saving for caster classes.
Or go the opposite direction, and make some guns have similaities to powers. (Think Flamer-Reegar, Javelin-Hunter Mode, etc.) A shotgun that has some force, like throw. A fireball pistol, doing DoT and causing panic. (That one's maybe redundant with Incediary Ammo, but you could argue the same for Acolyte and Disruptor Ammo.)
I suppose I'm either just sick of seeing the arguments about how so many weapons are useless compared to Weapon X (Harrier, Claymore, Black Widow, etc.) I don't think the solution is nerfing these weapons. I think the solution is creating a better variety, with different weapons being more useful in different situations.
