In order to use flamer you need to be close to enemies. You're often in the line of fire using it. You can't see the enemies in front of you although they can straight up shoot you dead. Shielded enemies won't stagger until you deplete their shields. In order to apply it's full effect onto bosses, you need to apply it for 5 full seconds during which you have reduced mobility. I can kill enemies faster with plenty of other methods at less personal risk e.g. Inferno Grenades.
It blocks vision for your team mates; its hard to headshot enemies when someone has your entire screen obscured with flames.
It deals too much damage, so even a poorly skilled player can get an excessively high score for doing nothing other than pressing one button and waving their cross hair in the general direction of the enemy.
Its range was fine before, they buffed its range so it no longer requires such close proximity to use.
Corner peeking means you should never be exposed to a boss enemy's fire for long, also people try and use their team mates as decoys.
For an ability of its power, it has too short a cooldown, and the fact that you can cancel it mid cast contributes to this, making your point about being exposed to enemy fire rather immaterial; when you can just switch it off and dodge out the way.
