Getting Isabella back with modding? (PC)

I beat DA2 when it came out, and left it alone after that, so I've been a bit out of the loop.  I was going to go back and play the 2 dlcs I missed.  Since I wasn't going to replay the whole game to do the things I needed to do to get Isabella back, is there a way to make her come back in the final mission (after I finish the DLCs) with one of the save editors?  I don't beleive her friendship was high enough nor did I do her Questioning Beleifs quest.  If she can become available, will it be in a way that follows the plot?  As in, she'll come back where she usually would instead of just me making her selectable again.

And while I'm at it, I heard the Legacy DLC has some lines from Bethany.  Does she come along even if she is unavailable to me in the game (Templars have her)?  If not, is there a way to make her available by editing?

E. Re-Unlocking Party Members

I. This is to re-unlock any party member who has become inaccessible so first go to 'Savegame _Partylist' > 'Savegame_PartyPoolPembers' > choose character > 'Savegame_PartyMembers'

II. Now if the character is locked it will be show a “3” now you need to change it. (1 = Party Member is selected in game; 2 = Selectable via party screen; 3 = Locked out of Party Screen)

III. Now save it and that character is usable once again.

I stole this from the "Editing Saves" Thread at the top of this forum.

Now for her quests. I added Isabela back using the console. In the 3rd Act but none of her Act 3 quests have shown up. I think the game still thinks she's gone so...there's really no point to having her at all. I can't test out any of the DLC since those are already done. :/
She still talks to party members though.

When going to the DLC character selection screen in the 2nd or 3rd act either sibling is available to add to your party. The ingame explanation is that Bethany gets permission to leave the Circle/Gray Wardens for a bit, Carvers get permission to leave the Templars/Gray Wardens for the same reason. No need to mod the game for her.

Thanks. I figured just making her available wouldn't really fix things, but what if I do the editing before Act 3, after she leaves after the Arishok thing? As in, not add her, but make her friendship high enough and somehow mark her friendship quests as complete so she comes back when she normally would if I hadn't ignored her earlier?? Is that possible?

No, Her friendship/rivalry is locked... when you start her Act 2; To Catch a Thief. If you try to change it during or anytime after that quest it wont work.
If you have a save before you started it then, yup.
