You're saying it like a military officer being calm, collective and intelligent is something unusual or it makes him unique.
Can't say that I can see any interesting character traits either, since someone who isn't the generic Cerberus racist goon doesn't really automatically qualify that guy as being special, since there have been characters like that within Cerberus' ranks before.

If anything, it's BioWare's shallow attempt to attract people's attention by having a stereotypical general instead of the typical racist neanderthals in charge and then try to develop his character with another media which some/most people more than likely haven't or don't want to read.
Quick, make him look smart by having him play chess or reference old Earth strategies anyone with a Google search engine nearby could have done instead of letting him
be smart by making him want to jump ship (or just do it) instead of continuing to ride TIM's nuts, since TIM went koo-koo for coco puffs!

Whatever they wanted to accomplish, whenever it had been establishing a base of operations or just keep a low profile for the things that goes on beyond the Omega 4 relay, it went completely out the window when they launched an attack on a pretty large population center. If they had just kept to themselves, it would had been fine.
TIM ordering them to attack while both him and Oleg knows it'd get them into a deep mess? In that case, he and his troops deserves every ounce of rape they'll get for not having any initiatives of their own.
