Lake C/Mage Tower Blackstone Irreg

I have found the mage's circle representative at Lake Calendal/Mage's tower, but I cannot find a Blackstone Irregular representative. Does anyone know where he is hiding?

AFAIK there is no Blackstone Irregulars rep at Lake Calenhad or in the Circle Tower. There are only three of them - Lothering (before the darkspawn take over), Redcliffe (after you save the village), and Denerim (Gnarled Noble Tavern).
