This has got to be the stupidest idea ever, anyone who played Oblivion
knows what I'm talking about. Getting unique  quest rewards nerfed
because you got them at a low level is BS!!! How can they get away with
this?
Is there anything else besides warden commander armor that is
scaled to your level?I always do the Keep quest first because I need
the frigging chest to keep clutter out of my inventory.

Most of the quest items are high tiered, not levelelled, e.g. topsiders honour. In fact you can find a staff called wintersbreath in wardens keep that is tier 7 no matter what your level is when you find it.



Also, to level items up you can sell them and buy them back or just leave them in the party chest untill it levels.
