I am genuinely surprised at peoples' surprise in BioWare not responding to this immediately. I just assumed it was common knowledge that BioWare is, at best, inconsistent in responding to game bugs. There have been many bugs in this game which it took them many months to respond to and fix. Some have never received a response and are still in the game. I'm not sure why people still expect a prompt and complete response to issues from BioWare. Based on past behavior, this just isn't realistic.

I don't think it's THAT hard to keep track of. And it's effectiveness in team play really depends on the play style of your team. If you're speed running, DC probably isn't the best power. If your team takes more time to set things up and run a strategy, it can be very effective.

That's my experience as well, and I
swear that it has a maximum distance that an enemy needs to be within
in order to jump, otherwise it just fizzles out. I don't ever seem to
see it kill anything, or find it on anything, if there were no enemies
within range of it's previous victim.
It definitely has a range limit outside of which it won't jump to a new target. I'm not sure what this range actually is (8 meters maybe?), but you're absolutely right that it won't jump to a target that isn't within range of the last target.
