 I can't seem to get my new appearance and weapons packs to show up in my inventory.

The appearance packs are for your squadmates so whenever you go do a mission, you can scroll through the different skins for each squadmate before you start the mission. As for the weapons, check your armory (or whatever) when you customize your loadout.
