If by 'change design' you mean 'not have them in the game?'
Yes.
1) Darkspawn never looked cool or scary.
2) Mindless hordes of evil are not compelling. Darkspawn are about as interesting as the random goblins you have to fight in DnD when you travel.
3) Though if you replaced them with smurfs who worship Orcus like H4IC did, that would be more interesting.
Completely agree. The best change to Darkspawn would be not to have them in game at all. So tired of them and not having them around means we don't have to wonder why our characters or companions never seem to catch the taint.
I'll make a singular exception for 'The Messenger' from Awakening. It would be fun to see him come back playing Batman and rescuing travellers in distress.

Surely there are other, more worthy, opponents?

He could be the Dark(spawn) Knight...?

As someone else said the Darkspawn just looked clownish and amusing. Not scary or intimidating. There was a reason they called the ClownSpawn after all.
And then in the Legacy DLC they made it ten times worse by introducing the DonkeyKongSpawn as well, all they needed was the barrels and the comical image would have been completed.
Its horrific.
And the Elves. Eugh. Just Eugh.
The entire race went from looking attractive if a little generic to looking like they all had Downs Syndrome. The entire race. En Masse.
I get what they were going for. A more exotic look and everything. But every elf outside of Fenris and Merill looked hideous. And I am on the fence with Fenris and Merill.

I felt like old darkspawn had good uniforms because it looked like a bunch of crap they found on the ground

I truly hate the DA2 darkspawn aesthetic. Almost as much as I hate the new elf look. The qunari redesign, however, was reasonably good IMO.
so true. the elves look cartoonish. I did like the qunari redesign as well

DA 2 Darkspawn are at the top of my list; followed by Flemeth (too much of a Power Rangers villian vibe). Elves are annoying but tolerable; Merrill and Fenris do help aliviate some of the pain.
Qunari though are IMO very well done, perfect visual appearece to match the lore of the Qun.
Visual astectics clashing with background lore is what irks me the most about the DA 2 design. Like I said earlier; when you have lore stating that Darkspawn are "born" of Broodmothers; who are created by the Darkspawn forcing women to eat flesh of their kin and by raping them repeatedly; but have the monsters look more groomed than the PC or his/her party it creates a disconnect and I can't take the Darkspawn seriously.
So what if the look in DA:O was generic (I don't think it was)? At least their appearance matched their backstory.

What they did to the darkspawn in DA2 motivated me to retexture them, because at the start of the game, I felt more like I was fleeing midieval undead mimes than I felt like I was fleeing darkspawn.
It would be nice if they improved them somehow. But I suspect that, IF, I get DA3 I will likely have to do it again.
Wow this is amazing and definately what I was referring to, having more of an undead design with skin flaking off and visible wounds punctures. Exactly what they needed to make them look less claean and why I endorse this over the DAO design.

Also the creepy grin that Hurlocks had was almost as if they were trying to get in your head.
Psychological deterrent.
