It is definitely not worth buying any, since the quest reward is only 1 gold.
I only ever do this quest if I get enough garnets as loot, otherwise I just forget it.

I simply remember to place any found garnets in the party chest, and I seem to always have at least the 10 min.

You can get a mod that gives you a camp chest, or use the one in the Soldiers Peak DLC if you have that.
As for quests, once you've finished the quest for the dwarves you can donate gems to the war chest in camp for the dwarves. Makes them stronger for the final battle.

Garnets are random. In one play through, I have only 9... 9!!! Another... my god, I have 30++. You can steal garnet from NPC and some mobs have a very high chance of dropping Garnet, the Hermit in the forest is one of them. I think you are given 5-6 fixed garnet by the game but the rest really depends on luck.
