I don't want DA3 to became more action-oriented, but the fact that it'll be relesed on PC doesn't mean it's not going to be more action-oriented.

+/- Different injury mechanic
+/- Backloaded damage results in "shuffle" but you can interrupt actions
+/- No cross-class combos, but has spell combos
- Highest difficulty level easier than DA2
- Potion spam trivializes health and mana
- Lacks fortitude
- Lacks melee-based friendly fire
DA2
+ Highest difficulty level harder than DAO
+ Fortitude mechanic
+ Melee-based friendly fire
+ Potion spam is not an option
+/- Enemies can sometimes behave more unpredictably
+/- Different injury mechanic
+/- Frontloaded damage cuts down on "shuffle" but can't interrupt actions

"Dumbed down" sure does cover all those changes in an, accurate, mature, specific, and nuanced way!!!1!

I'm sure that for everyone with a similar point of view, there's at least one early adopter with money burning a hole in their pocket who will be desperate for any games for their brand new shiny toy.

"It's from a Bioware employee!" Yeah, who worked there less than a year in their SHANGAI OFFICE. For those of you who aren't too brushed up on geography, that's a DIFFERENT CONTINENT. We're talking at least six times zones difference, over 2,000 miles of ocean and likely a language barrier separating this random, short-lived employee from the pulse of game design for DA.
I'm not saying its not a possibility that we will see a next-gen DA3, but to put all this stock in A) Kotaku (I mean, seriously, these guys make 70 year old women blush with the amount they spread unfounded gossip) and

Though, I've been thinking about getting the game for PC since by the time it comes out I will have a laptop that can actually run a game. Haven't made my decision yet, but it's looking like that's the case at this point.

Afraid so. But as long as EA sees making games as nothing but an investment and sees there's plenty of hyperactive kids who are easily tempted to have their parents buy games as long as there's plenty of action and 'splosions in there, that's where they think the money is, and the money they will follow.
Not to mention if you don't need to 'waste' time writing a good story and/or companions, you can actually aim for a 2 year dev cycle.
Ugh how I hate how corporations have infested this industry.

But I'm not putting too much stock into this article, for the reasons Fast Jimmy detailed.
That being said being a potential launch title for the next-gen consoles isn't a bad idea, and it wouldn't surprise me if that was the idea behind it. Providing it's true.

Even if it turns out not to be delayed, Dragon Age: Inquisition is still going to be a next gen game. EA might release older gen versions as well, but at a minimum it will be available on PC and next gen consoles.
Public comments have been made by EA execs in a few interviews about resources dedicated to production of next gen projects during 2011 and 2012, prepping for next gen launch in Q4 2013, which is the target date announced for DA3.
In any case, should it turn out to be delayed, this is actually good news. It means the game will be less rushed and they will have more time to iterate and perfect the combat, crafting, flesh out the game world with more quests, more varied environments, etc.
