Hit the backslash key to bring up the tactics menu. The top right options ("Ranged", "Default", "Passive", etc) describe their general behavior, and the different tactics sets tell your characters what to do in certain circumstances. Whenever you're not directly controlling a character, their set tactics will take over. You can change things around if you'd prefer your mage use certain spells over others. You get more "tactic slots" as you level up or put skill points into tactics.
You can't command a character without selecting them. Just use pause if you want to give specific directions to different party members, and use the tactics screen for everything else.
EDIT: Also, if the tactics screen doesn't come up for you, go into the CONTROLS screen and rebind it. I had a bug where the default key didn't work for me.

One more thing. If you set tactics to "custom", then you have to completely tailor the tactics of the character, and change it every time he gains a new ability. The "default" ones (Scrapper, Archer, Supporter, Debilitator...) will automatically take the abilities your character has and implement the appropriate tactics, which you can then modify to your taste. I recommend taking advantage of this.
