The Hurricane is much, much better caster weapon. The Eagle is, after all, actually a submachine gun and it's nowhere even close to being the caliber of weapon its' brother the Hurricane is. When you look at it that way, it's really just a waste of space.
Personally, I don't think any of the promo weapons (except the Hurricane) are worthwhile. Valkyrie is not as a good as a Harrier, Crusader has a niche perhaps but doesn't stand out against already existing shotguns, Eagle is not exceptional especially once you realize it's competing against the Hurricane, and I don't have a Valiant, but from what I hear it's rather unremarkable as well.

The Eagle has much better bullet spread than the Hurricane, and can make use of the Heavy Pistol Barrel for 40% more damage which thanks to it being bugged doesn't actually increase the weight of the Eagle.
Though I get the impression that you think anything but the best in class weapon is a waste of space from the looks of things.

I like killing things fast, if that's what you mean. You're right about the bullet spread. That's not enough to save the weapon for me because if I'm trying to kill things at range, there are still much better choices than the Eagle. Bring it in to close range, and the Hurricane is 10x better.
Part of the problem I have with the Eagle, too, is that as a weapon would generally only consider using on a caster, it's take the spot where I would normally put an Acolyte. If I'm kitting out a biotic and have to choose Eagle or Acolyte, the Acolyte will win every time, especially when I know I have a Hurricane available.
I hope I'm not coming on too strong, sometimes when I'm posting on the internet I sound more vehement than I really meant to. I'm glad there are people who like the Eagle, more power to you guys. It's just that to me, the Eagle doesn't really seem to do anything particuliarly well.
