hi for whatever reason the website wont let me register my game. and i cant use my dowloadable content anymore. do i have to purchase it again?

No, you don't have to purchase it again.
As for your DLC, make sure that the Dragon Age Origins Content Updater service is running. If it is not, you can try manually starting it.
1.) Exit out of Dragon Age: Origins if it is running.
2.) Press the windows key + R (or click Start and then RUN) and type in services.msc and press ENTER
3.) Locate the Dragon Age: Origins - Content Update in the list of services.
4.) Right click it and select START
