The Wiki states that Herren in Wade's Emporium is supposed to sell two unique items, one of which is the felon's mail.  I do not want to make two sets of dragon armor and lose access to his shop.  The problem is when I look at his shop inventory, neither of the unique items is there for purchase.  When do they spawn?  Are they level dependent?  Right now my party is level 13-14.  Thanks.

I haven't come across it yet myself. But I believe it only becomes available after having the first set(s) of armour crafted. Don't craft the last set before purchasing it - or it's gone for good.

If I remember right you need to have compleated any 3 of the 4 recrute allies quests before it shows in Wade's inventory.
Do a search on "Felon" it has been covered to death.

Okay, I've been doing some checking because I have a rogue I'm working on. Lots of different info, much of which is contradictory.

It seems you have to have done 3 main quests before the shops (including Wade's) upgrade. That is not 3 recruitment quests, because recruiting 2 allies and doing the Urn quest will trigger the upgrade. Apparently, any of those will let you get it as long as you don't get the last of those sets of armour first.

I got it twice on my two runs as a rouge... You'll have to wait after the 3rd major quest.. Once at level 17 and once at level 19 iirc

Hmmm... If you get Redcliffe as an ally that counts as two quests right? You have to do the ashes to get them as an ally...

Yep, but they are two different quests. Redcliffe, Urn, Circle Tower. That's three. As I said above - 3 major quests, not 3 allies.

You need two completed treaty quests. Urn counts as Redcliffe, as it will complete this quest.

So Redcliffe, Magi, Dwarfs and Elves are your options, you need two of them.

I'm fairly certain that this is not accurate. I think THE ONLY thing you need to do is order your first set of drakescale armor, but not your second. Any time after you take delievery of set 1, but before you start on set 2, they will have their alternate items in inventory. It doesn't matter what quests you've done/not done.

However. Since there are a few locations where drake scales occur, it's unlikely to happen until you've received the first 3 drake scales. I believe that's after EITHER the circle tower or urn of sacred ashes. Since you can do the circle tower completely independent of Redcliffe, I'd say that you only need one of the treaty quests done. Circle tower.

Because that's when I always go to denerim and order my first set, and then I see the Felon's coat and that King's Mail in his inventory, and I do not order my 2nd set of drakescales until I've purchased Felon's coat.

I will verify that ingame. But I am 99% certain it is all about when you buy your drakescale armors, not how many quests you've done.

Well considering it isn't worth the price you pay and it does not look so leet...I would prefer using warden keep armor for high lvl battling..But PatT2 is right just do redcliff and first dragon scale and it will be there (i hope they update some items for other classes i dont mind using leather armor as a rogue...but i should be able to use a scroll found (I.E Fireball) and a ring of invis would be nice ..so you don't
waist points as an assasin (give it charges so you have to rebuy it )

And while im wishing for things....Cloaks.. and more mind puzzels for rogues or Mages to figure out..areas that only certain classes can acess would be nice and a few more solo areas( so you have to rely on your class skill.

I am 100% sure. I completed two treaty quests without having the first drake-set made. Herren sold Felon's Coat.

He and Gorim offer a second stock, once two treaty quests are completed.

Hm, thats another possibility. Maybe it's one or the other. I haven't tested this version, I have to admit. I always go for the Tower of Magi first...

Yeah, I still haven't ever had the axe in a log one. There are 3 or 4 I haven't gotten yet. Some because of choices I've made.

Haven/Urn counts as a quest all on its own. So if you have done Redcliffe and the Urn you have done two "quests" for the purposes of updating the stock of the various stores.

I've had these items available before ever doing the urn quest, so that would be false information.

you have to either do 2 of the treaties, ordered some drakeskin armor or be of the appropriate level from what I understand.

No, because I know someone who did Orzammar & Tower (2 treaty quests) and there was no Felon's Coat at Wades. They then did the Urn next (didn't do Redcliffe) and it was there. He did the other 3 quests and the urn, then waltzed into Redcliffe with the ashes already in hand 'oh look, I already have them' and went straight to landsmeet.

And others got the coat without ever getting any of the drakescale sets.

So, three major quests. Either 3 allies if you want - or 2 allies + urn.

I've always only done two quests and everything becomes available. Urn and Mage's Tower and I can get Chasind Maul, Felon's Coat, etc, etc, etc. And I NEVER make the drake scale armors first. I never wear them so I never turn anything in until I have a dragon scale.

Seems, then, that it's one of those buggy things. Maybe it should change after two quests - and doesn't always.

To test this hypothesis I have just gone to Wade's with my warrior. She has completed the Circle Tower and Orzammar. Two major quests/two allies. I can assure you, the Felon's Coat is NOT there.

Edit: She is level 16. She has not been to Haven and has no drakescale, dragonscale, etc. And has never had any armour made.

It doesn't seem to me like it'd make any sense, but do you think killing the high dragon has anything to do with it? I always kill the high dragon before going to Wade's for the first time.
