I just don't know.
What I do know is two allies does not guarantee the coat. Three allies will always get it. Two allies + the Urn (even if one of them isn't Redcliffe) will get the coat.
It is also possible that two allies + "something else" will get the coat. Or it's a bug, a glitch, a gremlin, that has no rhyme or reason or purpose except to drive us mad.

Okay, having tried unsuccessfully to get the Felon's Coat after 2 treaty quests (Orzammar & the Circle of Magi), I tried the next logical thing.
I've now just done Redcliffe but NOT done the Urn. So, I've completed another major quest, but I still only have 2 allies. I went to Wade's and there is the Felon's Coat plus Evon the Great's Mail.
No dragon scales are involved. Two allies didn't work. Haven is irrelevant. 3 major quests does work (this can be 3 allies, or 2 allies and the Urn, or 2 allies and some other major quest).
Edit: If there are any other major permutations, I don't know them, and I'm now too tired to give a damn.

It seems I was wrong and conspirator and others are right.
This time I did Circle Tower, then Redcliffe and then the Urn. Did NOT order any drake scale armor. And yup. The Felon's coat and the other items were in. So it doesn't matter if you haven't ordered. It only matters that you've gathered 2 of the 4 allies that you need.

Truthfully, I haven't read all of this thread, but I'm pretty certain (if Prima is to be believed) The Felon's Coat appears at Wade's after the Landsmeet. If you've done the dragon armors before that, you will have gotten yourself locked out before it appears.

From my exprience it appears when your stats are high enough or when you are at a higher level. I don't think it's quest related.

There are 4 major quests: Urn, Magi, Dwarfs, Elves. After completing 2 of them, you can buy Felon's Coat and all the other wares from Wade's and Gorim's second stock.

You didn't read what I said, or misunderstood. I didn't just do Redcliffe village. I defeated the demon, saved Conor, completed the whole Redcliffe Castle thing. But I didn't go and get the Ashes - Eamon is still comatose, so I there are no Redcliffe allies. The two armies I have are the Dwarves and the Mages - because I've done the Tower and Orzammar.
When I'd done Orzammar and Tower I had two armies - and there was no Felon's Coat at Wade's.
Then I went to Redcliffe - did the village AND THE CASTLE. But I didn't get the Urn. Thus, I still have two armies, but have done three major quests. The Coat is now at Wade's.
Today I did the same thing with a different character.
The Tower and Redcliffe Castle - no Coat at Wade's. Went and got the Urn this time - now the Coat is there.
I repeat - two armies does not make the Felon's Coat available for me.
Two armies + another major plot development/quest does.

Could it just be level based and the people reporting 3 major plot quests are only incidentally at 3 major plot points but happen to meet the level requirement? Some have reported them available at 2 major plot points and they're either not counting a plot quest they have done (the urn being the most likely candidate), are lying, or it's a level based unlock and they've gathered enough experience to unlock it. Maybe it's level based and the levels required changes with the number of plot quests done, sort of like device mastery and cunning for traps.

Nope, I was level 16 when I had 2 armies and couldn't get the Coat. I was still level 16 when I did an extra major quest - and got the Coat.

That doesn't entirely preclude the possibility that the number of plot quests completed changes the level requirement. Maybe it's 22 with 2 treaties and only 14 with 3? I think I'll test this theory by using an exploit to hit level 25 very early in the game and seeing what's in stock after each treaty.

Go for your life mate, it would be nice to have an absolutely definitive answer. I was merely explaining why all the various solutions proposed by others didn't work (logically) because they'd already been excluded by myself or others.
What I've found works for me. Each new character will probably test it too, but I couldn't be bothered using exploits to do so. It just annoyed me that people said 'two armies' when I'd already excluded it. And they were counting armies, when in order to get each army (and especially Redcliffe) you in fact have to do a whole sequence of things.
Good luck to you tetracycloide, let us know if you narrow it down that finely. If Bioware would just bloody well TELL us it would be nice.

Felon's coat was available at level 14 or 15. I did circle tower first. Did Redcliffe, village, then castle, then Urn. Bought Felon's coat after that. Did not go into the city until the beginning of the urn quest, and the coat was there, but I could not afford it.
Prima cannot be trusted or believed. It has more errors and missing info than anything I've ever seen. A map turned the wrong way. Missing gifts on their list (and consequently on so many others who take them from that guide). Missing items on merchants.
Don't know what the exact conditions are that allows it, but it's long, long before the landsmeet.
