Vanguards charge on every cooldown. It is essential to both damage and survival. Ask any veteran number-cruncher build-tweaker Platinum-soloer on the boards for default vanguard builds, this what you'll get:

Holy crap. You'd have to give the lady twice the durability of a kroguard before she'd even consider locking out her Charge that long once per match, forget using it regularly.
For a typical, workable vanguard, give her Charge, plus one power that's off the cooldown, plus one occasionally useful cooldown power that's got a very short cooldown or a stupidly good power with a moderate cooldown. For a highly synergistic vanguard with the potential to be the best we've got, give her Charge plus two off-cooldown powers.
Throw or Conc Shot would fit well as quick, useful powers that some Talons would consider taking to 3, and others would appreciate as a place to free up points for Fitness. AField would be deliciously powerful (possibly OP) and would cause actual question about how to best spec her. Pull would get three points from people like me who hate Guardians.
For the off-cooldown power, nades are a good standby (we could do a new type, Cryo, to compliment that other turian vanguard, or just go with frags, which feel pretty turian to me). A new power that acts similarly to Hawk Missiles, draining off shield to kill stuff in an AField-like radius, would be interesting and synergize really well with Charge. Stim Packs would be completely OP and make the Havoc even more obsolete than he already is. This one's the tricky bit, IMO.
But yes, femturian vanguards! Just, please. Please. Can we have a vanguard done right? Just one?

Very valid points, I'll think things over.
The two Biotic Turians have been the most challenging to develop and keep people happy with, I would like to keep Flare as having new powers is always a plus for new DLC. But loading them up with all old powers can bore people (i.e Post-Retaliation Characters.)
But As long as Lash and Charge are there I think an all new Biotic no cooldown, shield-draining power similar to Phase Disrupter would be a very good idea.

I absolutely love the idea of Cryo grenades. I've been thinking about that myself, and it would make sense too, since we already have fire, electricity and even biotics "in a can". Snap Freeze grenades? Hell yes!

That's exactly what I had in mind!
A canister that's thrown and as soon as it lands it hovers from the floor and spins rapidly belching out a white misty cloud that freezes any enemies in it's radius.
Just to make it feel higher tech!

Flare is useless garbage on Vanguard, it must be replaced with Nova. (Erryone wants a new nova)
I don't like any kit, but their design and whole idea of dlc makes me want it to happen. I don't think Bioware can come up with anything better.
+ So much work should be rewarded.

Sadly, this might mean the loss of Flare :C
Would of been fun to have on a class but the state it is in at this moment might mean it's SP only unless I rework the Cabal AND the Talon.
