Is it just random loot, or can it be found at a specific location?

It is a reward from fighting in the 'unofficial' proving ground fights. From the main room of the Proving grounds area, go to the area on the left of the map, in one of the smaller rooms there there is a guy that offers you chance to fight in some 'unofficial' fights, after several rounds you get the ring, each round you get a bit of silver too
