Every class has a trick available to deal with phantoms. If you did not find yours yet, rely on your comrade and keep trying.

Fixing the game is not what they do.
What they do is nerf. They also give token buffs to completely trash weapons.

I'm just stating only a few of several options that you can use to handle a Phantom. How you deal with the rest of the enemies is not my issue.

Why should some classes be gimped by taking those two just to deal with one enemy? Caster classes could suffer the most. On my adepts I role a Wraith and Acolyte for a 150 CD. If I put on a falcon it will destroy that. While the Scorpion with ULM is effective it doesnt work as well.

Phantoms aren't too bad, use a power and get them to throw up their talk to the hand bubble and then headshot them while they stand still.

True But the acolyte strips shields far faster then the Scorpion can making it also useful for atlases

Sooooo in other words you want the Acolyte left alone so you can carry not only a shotgun, but also an Acolyte? Thats kinda the reason they have weight penalties. You have to choose your weapons. Hell, if I could put any combo of guns together AND maintain a high CD so I can blow crap up with BE's...........thats just wrong!

The thing is, for classes that can't deal with Phantoms efficiently, they pretty much have to use the Acolyte. Seeing as that what most people mainly use it for, I think that's enough indication that something needs to be done regarding Phantoms.
They're Atlases and Dragoons combined into one unit. (Although Dragoons are pretty much only reskinned Phantoms, so moot point there.)

They always melee before an instakill. If two players are in a Phantom's close range, she may melee one player, and instakill the other.

On my caster I do no teven put the acolite: Wraith (or paladin) will do just fine
