As for Havoc Strike? It only "sucks" because people suck at using it right. It's not Biotic Charge, nor should it be used that way. There are plenty of guides on YT that show how the the Soldier can be effective. Specced properly, Havoc Strike has enough force to stagger everything in the game. How is this -bad-?

Actually, 80-90% of balance changes involve buffs. It's just whiners like yourself who like to pretend that all BW ever does is nerf things.

Because everyone everywhere uses the Havok because it r mazin, amirite?
Anyway, I think the actions were right, but the methods questionable. The Acolyte suffers more on power classes from the damage nerf; I think it should have gotten an ROF nerf. Valkyrie needs a much larger buff than it got. Saber is pretty much right all around, though. It needed a small buff.
Havok Strike's buff was just kinda backwards. I'll quote myself from the balance group discussion:
"I dislike the move to decrease the base cooldown. You can already dodge-cancel the cooldown if you care about that, which allows you to avoid injury more effectively in the first place. Furthermore, it makes the rank 4 even more useless than before. In general, I just don't think it was a beneficial move. At best, it makes the skill more of a raw DPS skill, which will never be a worthwhile route. It just feels like an odd choice given that the strength of the Havoc is power, not durability.

With the nerf to stimpacks, the Havoc needs more than ever to be a heavy hitter. He can never be a sustained guy. The need for grenade kits to sustain aggression in every case prevents that. That's why the skill should be re-tuned away from low-cooldown-low-damage."

Why not buff the Force on Havoc Strike? it's already a vastly inferior Biocharge, why not make it at least able to stagger reliably?
HS can meet the 1000N threshold for gold/plat Phantom stagger in two ways: max power damage with class skill with rank 4 force and damage in Havok Strike will let you stagger up to 3 Phantoms (1050N force over 3m, max of 3 targets). If you want a more weapon-focused build, taking force and damage at rank 6 will let you stagger the direct target of your Jetpack Charge (1020N to one target).

You can actually hit 1350 if you max the damage/force upgrades and go with Damage/force upgrades in the class passive. It's overkill, but yeah.
