Yes, well Retaliation was quite a large DLC pack and obviously we shipped with more bugs than we hoped.
For me, the fact that you fix them every week more than makes up for the bugs. That's excellent dedication, some companies might just leave them forever...
Given that I see the QS as a damage dealer, this might actually be good for me.

a better questoin is will you make us wait a week for this? because usually by that point i have moved on from the OOOH SHINY stage of a new char and would be more interested in the next one then trying him again.

hmm, live changes can only do so much ..
is something like giving him a movement speed bonus possible, that's not very very original but that's be nice for a quarian to run fast and that fall under survivabilty just like the missing shields
+ i'm assuming live changes can't be really more creatives can they

Maybe the evolution bonuses could be increased to be relatively on par with the other QMs if you at least go to 4b.

I wouldn't expect a patch anytime soon or ever really. Look how long the last one took to come out. It's not cheap for them to release a patch, and at this point in the life cycle of MP, it's probably not cost effective for them to do so.

You need to pay attention to the fix you want. His BASE Shields and Health cannot be adjusted short of a patch.
However, the % bonuses given from the Fitness tree can be adjusted.
So in effect, the weekly balance change fixes they do will all work on the base 500 Shields he has right now.

they can look at it and find the bugs themselves, however, since the DLC was already released i believe they couldn't fix it

At Tali's trial, she, Shepard and KaReeger discussed the Quarian Military strength. When you brought up the subject of an invasion of Ranhoc Tali said they had plenty of supplies and antibiotics stockpiled. Shepard balked at the idea and Reeger sided with him, one particular line stands out, this isnt exact but its what I remember:
Reeger: No, he's right. You've only served with our tactical squads, you've never seen our frontline soldiers. Those stockpiles are limited and on reserve.
Most people only focus on the antibiotic bit of this, not the part where supplies are mentioned. Why does this matter?
Well, who are the other Quarian chracters? The Infiltrator and Combat Engineer. It would make sene that these are the refered to 'tactical units' while the weaker new character is the basic frontline soldier.
So while the character might be somewhat weaker, it makes perfect sense as far as canon is concerned since the Quarian's would have limited supplies, including kenetic barriers.

What Eric meant was that they can't change base health/shields. They CAN change the bonuses given from Fitness.

As for ideas, either make Sabotage useable or perhaps buff the Headshot evo on Quarian Defender to compensate for the broken Tac Scan.

That's good reasoning, nice.
Also, he's a damage dealing character, not a tank, so this doesn't hurt him that much.
