I made a post like this earlier in a different thread, but I realized something when I started thinking about how Liara's breasts get bigger every game.

Asari can hit Matron stage early if they, uh... "Do it" a lot.

Whether she's your LI or not, it appears that Liara slept around a lot, with Shepard or someone else depending on whether you made her you LI. Because of that, she made herself a Matron really early. And as we know, every stage of an Asari's life increases breast size. So she melded a lot which made her a Matron, and went up a cup size or two because of it it. There, an in-game explanation that we can headcanon instead of it just being Bioware making her more sexualized.

Liara isn't body-conscious enough to go out of her way to increase her cup size with implants. She's better then that.

Shepard's cup size has increased? I don't know if I've noticed. If they have, guess somebody thought she should be bustier while rebuilding her in the Lazerus project.

Ashley? She's already got obvious plastic surgery done. Implants would just be par the course.

Oh, to nip this in the bud, Tali's size increased because she wasn't done developing in ME1. Her voice was more childish and she was way more petite. My guess is that she wasn't completely done with puberty in ME1. The 2 years between the first two games gave her time to become a real woman by the time you meet her again on Freedom's Progress.

Two years explains for the bump on ME2, as well as the lazarus project for shep. But why shep gets another boost in ME3 and liara does is... questionable. (Liara can't be mating much as shadow borker. She can't risk that secret getting out.)

Liara's breasts didn't change size exactly; in ME 1, human and asari females had exactly the same body. Ashley was identical to FemShep was identical to Liara was identical to Lisa Bowman, in body shape. The only exception was Matriarch Benezia.

In ME 2, they finally got away from that for significant characters. So the artists gave Liara the body shape she should always have had.

In ME 3, there was no change in her actual shape, the artists made her jacket thicker.

And Shepard's breasts didn't get larger either. In ME 3, the reason they seem larger in the opening scenes is that the form-fitting outfit she's wearing outlines and supports her breasts entirely, instead of draping like cloth. If you pay closer attention, you'll see she's still a B-cup. Just like she was in ME 2.

You can't. Liara's boobs are the same size as they were in ME2 which is because they got a new body model for her rather than using a copy and pasted one from femshep + Ashley in ME1.

I'm going to have to go with Starcloud SWG's answer. It was likely a budgetary issue that was relieved by the second game. The way her new suit looks can be deceiving in terms of size. In fooled me, as well.

And yes, she probably gets that particular genetic disposition from her mother. Nothing little about those wings.
