About when you can choose to pour the dragons blood on the Ashes, if Leliana is not present when you do it, does she still hear about it in the party camp and leave? Because I want the achievment and to unlock Reaver, but don't want her to be gone :| (Also, do I need to kill the high dragon?)

No, you don't need to kill the high dragon.
Also, when I did this and Leliana asks you about what happened back at camp I just danced around the issue and that was that.

True, if you're a good liar, you can keep her as a companion. Just make sure you're a good enough liar, else she leaves.

Just save before pouring the blood, get the Reaver class and then reload your earlier save.
