What arcs from Origins or DA2 has not reached its conclusion that possibly could show up in DA3?

Fenriel, perhaps.
The Lady of the Forest and her werewolves.
The Dark Ritual, obviously.
Possible Exalted March on Orzammar, though the Chantry's probably a little too busy for that.
Harrowmont's relative, provided you side with Bhelen in DAO and help him with the carta in DA2.
The sacred ashes, if revealed.

Adding from other suggestions:
The Architect
Starkhaven
Where warden and Hawke disappeared to
Corypheus
Grey Wardens(as of Finding Nathaniel and the Qunari coup)
Red lyrium and primeval thiag(may be tied to grey wardens)

Anything else?

While this is less of an unfinished arc and more of a curiosity, who becomes the Viscount of Kirkwall after Hawke's departure?

I'll just assume you're joking here, but in case not... We see him drinking on TWO occasions, both of which are significant events for him (being disappointed at not finding Danarius in the mansion and the anniversary of his escape). The second, where he mentions that it is the "last bottle" is three years later, certainly enough time to consume bottles of wine in a moderate fashion. If you want to point to DG saying that Fenris has an issue, well fine then.

Yes, I realize that this is like "rabid Fenris fangirl," and I don't mean to jump on you, but I've seen these comments on several of occasions, and never found any justification for them in the game.

The biggest outstanding unanswered question in DA2 is what the Grey Wardens were up to during the siege of Kirkwall.

I'd also like to know more about these mysterious "allies" of the Grey Wardens.

Do you mean that your Hawke was viscount for a time, or just in a general sense? Either way, without Meredith to interfere, I assume the nobles would proceed in their normal fashion of picking someone, which they were unable to do, as Seneschal Bran mentions in Act 3.

I'm curious about Starkhaven too. Sebastian never makes a concrete decision, and any decision he might have made is thrown out once the Chantry is blown up, especially if you don't kill Anders and he goes all berserk, vowing to bring the full wrath of Starkhaven down upon him.

A Templar-supporting Hawke sits on the Viscount Throne for a couple years after the whole Gallows thing is finished.

I want to know more about Fenriel. Being the first Dreamer in 200 years is an incredible responsibility-- one I wasn't sure he'd meet. He had such low self-esteem in the beginning as a fatherless half-blooded human. I badly want him to self-actualize, but I don't know that sending an emotional fragile and impressionable boy to the Tevinter Imperium to apprentice under a blood mage Magister-- throwing him in the lion's den-- will work out for the best.

PC could follow the trail of a bunch of mysterious explosions and find Anders.... getting ready to blow up some Wardens for taking Ser Pouncealot away.

Oh I know that, at some point, whether it's delayed for two years or not, they would have to have a new viscount. In other words, the situation is equal for a mage supporter and a templar supporter.
