The character I am playing through with is a Mage, so I cannot equip a bow...Now, I have two characters in my party that have bows...I have equipped the bow on both characters and removed the special arrows. I get the same results, that I need to come back when I'm ready.
What do I need to do to get around this issue?
Sign of Safe Passage issue.

Your mage can equip bows as long as they meet the dex requirement. Get a low level shortbow with a low dex rating and equip it on your mage. Even with no points invested in dex, any mage should be able to equip a tier 1 shortbow. (10 dex required)

Happened to me too. Crossbow does not work, so look around for a bow on your travels you should find a low tier one on the dwarven merchant from the random encounter iirc, and if not, sell your stuff in the camp next time and it will always be available for purchase back unlike with those merchants who reset their inventories.

I ran into this issue myself and, as in my case, if you're having trouble with finding a tier 1 bow then there are a few items that can make it much easier without one. The nearby dalish camp sells dalish armor and gloves which can each be equiped for +1 dex but carry a strength requirement, as light armor this will always be less than 20. The key to the city is an item available after a codex completetion quest in orzamar that requires almost no fighting and adds +2 to all attributes. Finally, if your character has not yet completed the Broken Circle quest in the Circle Tower there are 4 opportunities to gain a permanent +1 dexterity bonus there as well.

I believe the answer for your issue has been given many times over, however I have a small problem with this and it's driving me crazy. I have a bow equipped, (level 18 Rogue) and even though it is a Mod Bow, I have tried this quest with many of the bows you get In-Game, from Varathorn's Shop and still I run into an issue. I have tried with a Longbow, shortbow, special arrows on, and off, stripped my armor off, changed armor, (I have a Mod Armor) There is just no way I can get this quest done. Perhaps a glitch, or a third party Mod confliction? Even though I've tried turning all mods off, and trying the quest that way, nothing works.

Same thing here, I've equipped a longbow on my character(DLC bow, The Sorrows Of Arlathan) but the only option I get is to, "Leave till you have bow and arrow equipped." and "Do nothing." Any help?
