If the character have an appealing personality, I'd say, why no?
Everything depend by how the character is whritten. at least on my part. If the character is good looking too, is a bonus.
I also romanced Garrus in ME2 and ME3. (I also refused to romance anyone in ME1 because I couldn't have Garrus) For me it was his personality and his voice. So, if a character was not traditionally handsome/beautiful I could still romance them. I would have romanced Varric, and I didn't find him classically handsome. He was clever and had a killer voice though.
On the otherhand I could never have imagined romancing Sebastian (even with his sexy voice, and his handsome face) because he was a zealot. (and kind of a tool, in my opinion).

looks can be a factor but a character can be striking or sexy yet still be ugly and sometimes other factors can completely over-rule looks

what do you mean by "ugly" - really ugly as in making someone puke when looking at the "ugly" character or ugly as in wall-flower type character that does not look like anything special but can look good if he/she wants to (like Hermione Granger as described in Harry Potter and the Goblet of Fire - where she looks stunning at the ball, but otherwise is described as a plain looking bookworm)
if it is the later, then yes
it might even work if you see that the character was once easy on the eyes but is no longer because say he/she has a disfiguring scar or something or it is a mature character (like Wynn - who I quite liked and would have loved to romance at least in my first play throughs - until i got that she loves the chantry/the circle and thinks everyone should be like her/listen to her) that was once beautiful and still is pretty (aged well, but no longer princess/prince-charming like beautifull)
so yes, i might romance such a character

Reading this thread somehow reminded me of Sneff from Crono Cross. Sneff was so intentionally ugly that i figured his hideousness was used to mask his strength, and skills from players who were too vain to choose him for their teams. Basically i thought his strength was proportional to his ugly, and damn was i wrong, as he was weak and ugly.

But really, it always depends on what kind of character you're playing. If you're the type who likes to self-insert and pretend they are the main character, then I can imagine it might not be very tempting to go for an ugly (in your eyes) character.
Let's say the LI in question is ugly, but has a very warm and compassionate personality. If my PC was a shallow bastard with a sociopathic streak, hell no, she wouldn't romance an ugly character. But if my PC was someone with a sad past, someone who needs comfort more than they're willing to admit, it's reasonable to think that they might feel drawn to this warmth, regardless of what the person looks like.

indeed - Aveline (at least for me) was one hot woman! (yes she had her negative points like: she was married to a templar (big negative if you are a mage yourself/mage supporter) and she is "of the faith" (as in believing in Andraste) but other then that, she is hot - even more so because she is no traditional girl (not stupid dresses, shoes, handbags (do they even have those in Thedas?), lipstick and all that trash)
boils, rotten teeth are an absolute no go
fat? - well acceptable to a certain degree (no - not brood-mother like fat
what might work - at least for me - is someone who might have lost a limb in combat/while dabbling in blood-magic or something or a lot of scars/wounds from abuse suffered (either as a child or as a slave)
what would not work is someone really letting himself go (unwashed, dirty, stinking etc.) and for a girl: beard/excessive hair or something (note: that is a no got, but other than that, i do not need a girl to shave her legs or something)
so yeah, i stil might (still depends on the character though)
