I've had this problem basically ever since the extended colors first came about in patch 1.67: Any of the extended colors for clothing show up as reflective silver or gold. This problem has persisted across multiple computers and video cards, and I've never been able to lick it. The specs for my current computer are as follows:

Game Version: NWN 1 v1.69.8109

Game Language: English

Retail or Digital: Retail DVD, Diamond Edition

Processor Manufacturer: Intel

Processor Type: Intel Core i3-2120 CPU

Processor Speed: 3.30 GHz

Operating System / Service Pack: Windows 7 Home Premium SP1

System RAM: 8 gigs

Video Card Manufacturer: ATI

Video Card Model: Radeon HD 6950

Video Card RAM: 2 gigs

Video Card Driver Version: Catalyst 12.10

Sound Card Manufacturer: Realtek

Sound Card Model: Realtek High Definition Audio

Sound Card Driver Version: 6.0.1.6511

CD/ROM Type: DVD-RW

is it a fresh install of nwn with an empty override folder?

It's not; I just copied the files from the previous system to this one mainly to avoid the pain in the ass of losing all my mods, hakpaks and servervault. For a fresh install, would I have to delete everything in my nwn folder, or would I be able to keep those?

After some experimenting last night, I found out that, if I disable environment mapping on creatures, the extended color items show up as flat white instead of reflective, and no other settings have any effect on them.

rename your override folder to override_bak and try again

if this doesnt work then run the critical rebuild

I've done so, and nothing has changed. Should I try deleting all of my files (or at least moving them) and doing a full reinstall?

NWN1, unlike NWN2, and all following games, was OpenGL (so was KotOR), not DirectX.  Radeons haven't supported every Open GL aspect since the X1nnn generation was current.  You have to pick and choose your drivers and your display options to use the HD 2nnn generation and newer.

How would I go about doing this?

There have been a half dozen relatively recent threads about the subject to look up, and 2 dozen more will show up if you use Google instead of the forum's own finder function. Just add the site redirector: site:social.bioware.com

it sounds very similar to the problem solved by the critical rebuild, but if youve already done it then it rules out textures

i am running 6990s and 12.10 catalyst drivers and cant recreate this, could you post your catalyst settings?

Assuming you just want what's under Gaming...

Anti-aliasing: Use application settings, Morphological filtering off, standard filter

Anisotropic filtering: Use application settings

Tesselation: AMD Optimized

Catalyst AI: Texture Filtering Quality: Quality, Surface Format Optimization enabled

Wait for vertical refresh: Off, unless application specifies

Anti-Aliasing Mode: Multi-Sample AA

OpenGL Settings: Triple buffering off

I forgot to mention earlier that if I make a piece of clothing with the extended colors in the toolkit, it will look fine in the toolkit. Not sure if that's relevant at all.

After pondering and considering, I finally bit the bullet, moved my old installation to a new folder, uninstalled it, and did a clean install. Now, all colors are displaying properly! I wish I knew what specific file(s) was causing the display problem, but instead of hunting things down I'm just going to install the minimum I need to keep playing.

possibly an outdated palette file from before the palette was updated, i thought the critical rebuild might have fixed it, good to know you got it fixed in the end =]

The problem reappeared after I moved my portraits folder into the new install, but went away after I put them back, so the culprit is obviously in there somewhere.
