Which characters from the series could have the most interesting spin-off game based solely on them?

Here's a few that stand out to me:
Thane - A game centered around the peak of his career as an assassin, although it may basically be Assassin's Creed in space.
Zaeed - Huge potential in terms of action, but I think his character may be a bit too one-note in terms of development.
Kasumi - I think this could be really interesting seeing as there's a lot of room for exploration in terms of her character and past and that the gameplay of missions etc could be more sneaky and stealth based rather than a traditional action FPS.
Javik - I think this is fascinating, but I don't know if it's him that would be interesting, or more of the setting itself: of a game centered around a once powerful, galaxy-spanning, crumbled empire fighting a war centuries deep with the Reapers. Probably would be even more grim in tone than Mass Effect 3.
Wrex - Huge room in terms of his past to explore and I do think character development potential is there, in that he could change from someone who was probably more like Grunt to the more mature voice he is by ME 1.
Garrus - I've always wanted some sort of game where you play as Garrus on Omega, ending with Sidonis' betrayal and Shepard's arrival on Omega. I would want there to be an emphasis on the crew that worked with Garrus...get us emotionally attached to them so we get the same feeling Garrus had when they were all killed.
Subject Zero - Play through a series of her criminal exploits before she was turned into a Jack-sicle on Purgatory...It might be cool to see some of the things that made her into the 'upstanding citizen' she turned out to be...
Dr. Chakwas could have a Trauma Center-style game...er...okay, maybe not that one...
Add to this miranda on the run from her father and joining cerberus, as well as a remake of jacobs game, and maybe a game based on vega, mordins time in the stg, and Tali, and yeah, that pretty much covers the list.

Now, to throw out a seemingly contradictory argument that's sure to spark some disagreement... if we're going to recreate lore, I'd say the 'interesting spin-off' should have been ME2 itself, and the PC should have been Jacob Taylor.
Jacob actually has some advantages over the rest of the cast in that Jacob is already a PC-archetype character for RPG... he was just one for an uninspiring phone game. While that made him less 'interesting' for many as a companion, as a PC it allows him greater flexibility to be an RPG character... which, when most of think on Mass Effect games, I bet that we'd prefer them to be RPGs than not. More predefined characters are actually a negative in that. Jacob already has the past of being one, and since it would be a player-controlled character the lack of personality would be replaced with player-projection without creating a sense of contradiction.
ME2 could easily be the interesting spinoff because, in the scope of the trilogy, ME2 pretty much was a spinoff from the main plot. The Collectors were a minor threat to Humanity at best, the resolution of the base was never planned to have significant consequences in the follow-on work, the vast majority of the cast had no interest in the Reapers or even the primary Collector plot, and best of all...
...only two characters can be argued to have specifically joined for Shepard, and of the two Garrus is debatable. Since all the other characters joined for personal motivations or as quid-pro-quo for tasks any sufficiently effective military type could do (ie, any PC character), pretty much the entire cast would still be available even if Jacob was PC.
Given how the most ME3-relevant developments in ME2 occurred in sidequests, namely the Mordin, Tali, and Legion loyalty missions, if ME2 as a whole were moved into a 'spinoff' game and replaced with some other equivalent game for those few important issues, then ME2!alternate could itself have provided an answer/explanation for 'how does a small organization gain so much power?' by canonizing 'by capturing the Collector Base.'

A shepard mission based on his backstory, either on Akuze or Mindoir, etc.
A garrus mission based on his time as archangel.
Anderson's mission with Saren.
A thane assasination mission.
A samara justicar mission.
Etc.
Problem is that it'd just be a shoot 'em up, basically.

In the ending we watch Thane on Illium, crawling through a ventilation shaft, just before he drops to the floor killing a few guards, then killing the asari being his primary target.
As he drops her dead body on top of the data console, a character steps out of the shades, introducing him-/herself as Commander Shepard ending with Shepard saying "Thane Krios, I'm Commander Shepard, I need you for a mission.". The screen then cuts to black...
