I'm no moderator, as you can see, but i think i've found out how to fix some DLC issues with Shale and the Dragon Armour not showing up.

Services.msc is contains critical services for windows to run. Edit at your own risk.

EDIT: This only works for the PC version.  However, i might add that its a silmilar problem with the console versions. The Dragon Origins updater service has initialised. This is what i think connects to the bioware/EA database to transfer the DLC to your game. =)
