There are people on this forum who work in gaming, and they'll tell you that multiplayer, as a separate source of revenue, gets its own resources that would not be granted otherwise. Those resources would not be given to the singleplayer campaign if multiplayer did not exist, they would simply not be given at all. As for manpower, multiplayer development has particular needs and as such requires particular developers with particular skills. Single-player campaign devs aren't just going to be shunted over to the multiplayer department en masse.
Unless you have the credentials and experience to back up your contrary opinion, I'm going to stick with the information I've already been given.
