I'll start. The Turian Havoc Soldier has:

Havoc Strike
Cryo Blast 
Stim Pack

I would replace Cryo Blast with either:

Fortification
Inferno Grenades

Fortification would allow him to be tankier and deal substantial melee damage. Inferno grenades would improve his offensive potential and let him self-detonate fire explosions. Grenade + strike a group of enemies, proceed to mop them up.

Quarian Marksman: Replace Sabotage with Arc Grenades.
Volus Adept: Replace Stasis with Singularity/Warp.
Havoc: Replace Cryo Blast with Inferno Grenades (or create an entirely new Cryo Grenade power)

Also, any kit with lash or pull, replace it will something actually useful.

Hmmmm... honestly, I think I'd rather replace Warp with Flare. But I would love to see Flare make it into MP. Dominate too, but devs have already said we'll never see that.

Decoy is far from craptastic. Do me a favor, go play a match against geth and place a decoy in front of incoming pyros and hunters. Watch as they all become glued to the decoy. Then come back here and say it sucks.
