There are far too many people that don't care about team play, co-op. They join with low levels, no consumables and hope that somebody else will solo the rest of the match for them, they have no shame, it's easy credits for them.
Am I obsessed with gear consumables? Maybe a little, yes, but that's how the game was supposed to be. If the difficulty is too high for you, there is better ammo/weapon amp/armor amp for you to use. It helps to build up more experience and skill.

c) They are stingy / not willing to chip in like everybody else.
d) They could be really good players, but seem to be looking for a challenge "at my expense".
None of the above would automatically make me place a kick-vote on that player, but one thing is certain: The match will take longer than it would if everybody came dressed in their finest.
I might be in the mood to accept that, but then again I might be not.

Saying that you don't need consumables because you are so awesome, in a co-op game, is just the kind of attitude that makes PUGs unbearable these days. You are not even accounting the multitude of bugs and the crappy lag you can be subjected to in this game. Consumables not only help your sorry ass; they help your teammates. So stop being a douche and put them on or GTFO of the lobby. Simple as that. I have carried teams dozens of times when I get dropped into a match naked. But is no excuse to not use them when I host my lobby or get dropped into one before going out, instead of being put into a game in progress. I mean, seriously, not even Cryo Ammo, Shield Power Cells and lvl. 1 amps or Targetting VI? What a stingy leecher.
Skill... HA! Randoms already struggle hard enough with consumables equiped. The only time I would recommend not using any consumables would be when you are looking for random games. You don't want to get dropped into wave 11 or wave 1 with everyone wiped out and the host rage-quitting, effectively losing your stuff.
And if you are still pulling the "I'm badass and know how to play" card, then what Uchimura said: it's courtesy with others, showing that you are comitted to the cause and will not bail when things go bad.

I always have ammo and usually an armor mod. A weapon mod if I happen to have one that matches my loadout. All I have left to max my manifest are URs. Most PSP are 2 more level IV ammo/armor mods. I've got plenty, may as well use them.

when you pug you inherently accept that this is a pug and everyone in this pug will do whatever they want so take your militant ideas and GTFO if you cant handle pugs go get some friends and play a game....stop being butt devastated.

I agree with you mostly, but when a teammate gets messed up b/c you're slow to use a missle or gets killed b/c you didn't use an ops pack/medigel, it gets kinda annoying.

actually since this is a team oriented game i have to say you got it backwards, it is people with your point of view that make PUG's a bad experience.
most common answer to not using equipment or consumables is "i dont care about people on my team", so go play solo then badass and let that team get someone actually usefull.
usually when i play with Pug's they usually lay around dead more often if they dont equip anything.
so i put on my stuff just to speed up the process of having to finish the waves with less people or by myself after i have collected the gold revive badge off of these "badass's" by wave 1.
i dont see how making one's self a better killer makes them a noob, seems quite the opposite to me.
i also have a hobby, its kicking non equipment/consumable users, its so much fun reading their tears on the forums when they post "why did i get kicked boohoo butthurt boohoo"

The mindset of getting too soft or complacent is understandable. But flawed. Bcuz of balance nerfs. There is no guarantee any weapon will do the same damage next week, so don't get used to any weapon don't get complacent to anything.
This happened for a lot of krysae users and could happen to anything. Bcuz of this, that reasoning is pointless.

It isn't a must, but IMHO the passive racial trees are too vanilla and don't offer a seasoned player enough distinction between playstyles. So I use armor consumables to accentuate the differences between classes to make it fun for me while I grind through the challenges U/R unlock process.

i have dozens of level IV why wouldn't i use the consumables? faster, easier match on gold. I save the weapon amps for platinum tho, since those seem to come more infrequently
hell, I usually equip IV ammo on silver if I run a match there for grins. I have 130+ cyro III/IV.....
but that you don't, well that is just pure awesomeness!

Consumables are a part of the game and they allow for different strategies that would otherwise not be possible (i.e. using AP ammo while not using piercing mods).
While consumables aren't needed to be succesful, the idea that using comsumables is a "crutch" is just ridiculous.
EDIT: You also mentioned "skill"... do your consumables do all the aiming and shooting for you? Do they make the right call for you when in a tight spot? Hmm... I must find these consumables that enhance "skill".

Question to OP, several times it's been asked and every time you've ignored it, why do you think the devs added consumables into the game exactly? It would seem like to help people do a little bit better and that my friend, is not a crutch. (I only read to page 4 or 5 so excuse me if you did answer but until there, no you didn't.)
