Even on cooler days when there is no barely any sweat, my head gets itchy..
It would make a lot of sense for quarians to shave their heads or use some hair growth reduction medicine. Would sort the problems all over the body. Itchiness and chafing where the suit can't fully sit on the skin.

They seem to have some kind of philosophical reason they don't want to do it, that they didn't want everyone running around with her face transparent all the time.

I'll get right on top of the material and texture files. However, I'm still very uncertain what/where this material file is supposed to be involved, but it makes sense that one is needed.
I've added WV on Skype, so we shall see if he can teach me some of his awesome coding wisdom

So why not have a look at how fringes fall when strand's escape to inform the hair placement?
Those facial marking's though. Without knowing exactly what they are it's hard to suggest what to do with them. If there skin then, not alot. If there implant's then a carbon pattern retexturing would help differentiate them from the hair.

WV helped me understand some of the basics with the import process. Basically, I've made a silly mistake (shocking I know
Unfortunately we will lose a bit of texture quality of the highres armor with this solution. This should not impact the texture quality of the face and how it looks
I will work on a new release that will be optimized for the game later this week. I'll be back with any news as soon as possible

Dumb question: we could still use Texmod or Salt's import process to re-apply the high res texture right, if you made it available?

That depends how I manage to solve this tbh.
To be blunt: I have to squeeze several texture files in to one texture file... So essentially placing the face and eyes textures inside the armor texture, and squeeze them together within the bounds of the image.
We shall see how it goes
