Reapers don't have a gender or sex.

Also the people used to create Reapers are coming from both sexes, in the case of species who aren't monogendered.

But the short answer to why no female voice actors were used for Reapers, is that higher pitched voices aren't intimidating.

There are at least three Japanese characters in the series. Kasumi Goto, Admiral Kahoku, and Maeko Matsuo are all Japanese. Matsuo even uses Japanese honorifics when refering to other characters. (Parasini-san, Benezia-sama, ect.)

Also while I didn't include him, the Ramen cook on the Citadel is probably supposed to be Japanese as well since he announces "Irrashaimase!" to people coming up to his shop. (although the VA isn't Japanese and pronounces it badly)

Also one of the Alliance crewmen killed in the Collector attack on the Normandy SR1 appears to be a person of Japanese ancestry who was born in a Western nation, like the United States or Canada. One of the names on the memorial wall is Raymond Tanaka, and Tanaka is a Japanese surname.

And my Sheploo is an American through and through. I'm all for diversity in games, but if I have a choice, I'm going to make him American.

Kahoku can either be a Japanese surname (derived from a city of the same name) or a Hawaiian given name. So I guess a player could head canon the Admiral as being either Japanese or Polynesian.
