I'd give James the boot in exchange for Grunt.
I'd let Zaeed move back into his old room instead of setting up worthless Allers in there.
Jack would move back into her hidey hole.
The VS could share the observation deck with Samara (it's not like they sleep in there, they sleep in crew quarters with the rest of the crew).
I'd either kick Liara or force her to give up that big king-size bed in exchange for bunk beds so that Miranda could have access to those Shadow Broker resources (it's not fair that she, Allers and Shepard are the only people who get comfy beds while everyone else on the ship has to sleep on tiny cots or in bunk beds and sleeper pods, poor Garrus probably sleeps on the floor in the main battery).
If you had to choose 1 ME2 character to be on the squad in ME3.

He was always with my Shepard in ME2, every single mission. And they worked great together - she was charging enemies, getting into trouble and he was removing the enemies that were threatening her the most.
And also I'm curious what he would say about all the events in ME3... genophage cured or not, Rannoch outcome, Thessia, Cronos Station. This is the thing I'd like to see the most.

If you recruit either of them they come on board naked and stay that way for the rest of the game. Jacob gets a two by four inch loincloth and Samara gets nipple stickers but they are otherwise nekked. So there.

Why is it all the best candidates are tech-focused? Between those two, Garrus, Tali, EDI and Kaidan if you made the right choice on Virmire, it's kind of an omnitool smorgasboard. The good biotics like Miranda, Thane and Jack are all preoccupied and Samara and Jacob are too dull.
