You are isolating factors to determine damage output, when what makes this gun overall better isn't singular damage output. Its output has indirect effects that the tempest can't give (i.e. getting a power amp instead of a stabilization, putting on armor piercing instead of heat sink, short to long range accuracy instead of short to mid-range, + a headshot multiplier that allows you to mow through weaker enemies.
lets see you make a video of you killing a brute across hydra without a stablization mod for both guns, skews the results now, doesn't it?

Since Bioware buffed the gpr the gpsmg is not on par anymore.

I originally used it because of the ULM glitch. Once that was fixed, I used it a couple of times on my Geth Engineer because of his +10% Geth weapon damage bonus. In the end, my Hurricane still did more damage, so I stopped using it altogether.
But the only times I ever really pulled it out were to strip the shields of an Atlas or Banshee from across the map (hard to pee that far with any other smg). Starting at about moderate range, I find the Hurricane still does a better job of that, as well.

I actually did test it on Firebase hydra, using only a 10% stabilization mod.
