Even though I have read all of the Ranma½ manga, I am deeply confused by this thread. That aside, to answer the question here.. no, I don't really think he/she would make a good commander. He/she is too carefree and undisciplined to even consider a military path in life imo.
The only thing he/she shares with the Shepards is the hair colour and that is, unfortunately, not going to save the galaxy.
