In Dragon Age Asunder i think it is mentioned that the mages there were up until recently allowed to move around the city, while under a limited amount of watch from templars. Is this how it is in Kirkwall because this would go a great way to explaing why you see other mages in the city and why it takes so long for the templars to catch on to you.
Secondly in DA2 your charcter says he goes to the deep roads so he can get enough money to keep the templars of their tail, however in DAO the Arl of redcliffe's wife had to worry about her son getting taken to the circle so what sense does that make?

Wealth is not in itself protection from the Circle. You must also have the willingness and the capacity to pay bribes. Prior to Act 3, when it becomes a non-issue, Hawke pays certain officials to leave him or her alone.
Isolde's problem was that Eamon himself would have handed Connor over to the Circle of Magi had he learned Connor was a mage. She lacked certain options as a result — no doubt Eamon would have noticed large sums of coin disappearing from the treasury — and came up with the idea of hiring an apostate as a tutor.
