Unless BioWare has a diobolical scheme where they have many specific companions returning because of choices. Like maybe they could join in as companions if they are alive for a certain playthrough...ah well wishful thinking...

Cool or not I'm not sure I can see BioWare allocating resources to a secret companion who was an NPC who could die. Redesigning Isabela and incorporating her into DA II was easy enough because she was an amusing minor character who existed primarily to teach the PC a new rogue specialization and secondly to provide some sex humour. She couldn't die in DA:O either which helped. Anders on the other hand could be sent away into Templar custody in Awakening, but his fate remained undetermined and we can safely assume that being the escape artist he is... well he escaped the clutches of his captors.
I'd much rather DA III give us a minor but memorable NPC from previous games and one that wouldn't have to be retconned out of dying, if that fate were possible. Jowan would work better in a side-quest, or even as a temporary, non-controllable companion in said side-quest.

Actually, he also voiced a huge number of inconsequential NPC's in Origins itself. I think there's a point in Lothering where he actually voices 2 people in the same convo, so he's TALKING TO HIMSELF.
