What makes Saren the best villain of the series is not his characterization per se (which was pretty average) but the ways and moments in which he intervenes to move the plot forward. Although you seldom see him/confront him, you can actually feel his presence, the menace he represents, the urgency to defeat him is palpable even during the side-missions, or even thanks to the side missions since you feel like Hackett is always diverting you and your crew from the hunting of Saren.
