No Starting Abilities does what you're asking, and then some. There are potential compatibility issues with other mods, and it has the side-effect of removing Dirty Fighting from Rogue NPC's, but it is still worth it (to me).

You could also just remove it by opening a save in the Toolset or using the console:
runscript removetalent 617
runscript removetalent 617

I don't believe that will refund the talent point, however, so you'd also need to run a console command to add in a new talent, no?

Yeah, sorry I modded the my own removetalent script to add a talent point when used so I forgot the default one doesn't do it.
runscript addtalent "talentid"
